Where I Stand on the Issues
Expanded Positions
I'm Scott Lacey: an Air Force veteran, former police officer, husband, and father who has called the High Desert home. Below is where I stand on the issues that matter most to our families and our communities, in my own words.
National Issues
Economy & Cost of Living: I am a traditional conservative who believes in the free market. Every American family has to balance its budget, and the federal government should meet the same standard. I support cutting spending, ending deficits, passing a balanced budget, lowering taxes, and cutting regulation while keeping common-sense safeguards for consumers. Tariffs can have a place when they put more of the burden on foreign importers than on American workers and families.
Energy & Gas Prices: We should make full use of domestic oil, natural gas, and nuclear power. Shorter permitting timelines, fewer mandates, and more federal land available for leasing can lower costs and strengthen national security. Immigration & Border Security: Secure the border, end amnesty without enforcement, speed immigration courts, and enforce the law fairly with dignity and due process.
Health Care: Health care should not be run by government. Foster competition, leave medical decisions to doctors and patients, and root out fraud, waste, and abuse in Medicaid. Election Integrity: Require voter ID, verify mail ballots, and provide a free state voter ID to anyone who needs one. Every eligible citizen should be able to vote and be informed.
Military & Foreign Policy: America needs a strong, ready military. Support Israel as a close ally, strengthen Taiwan against China, help Ukraine with firm limits and strict oversight, and keep pressure on Iran to prevent a nuclear weapon without another endless war. Life: I am unashamedly pro-life. I support a national ban on abortion and no taxpayer funding, while protecting treatment for ectopic pregnancies, miscarriages, and true medical emergencies.
Second Amendment: I am strongly pro-gun. The Second Amendment protects every law-abiding citizen’s right to keep and bear arms. I oppose assault-weapons bans, magazine limits, restrictions on lawful ownership, and red-flag laws that deny due process. I support nationwide concealed-carry reciprocity, instant background checks, and repealing the National Firearms Act. Crime & Public Safety: As a former police officer, I will always back the police. Departments need funding, training, and legal protections. Repeat and violent offenders and drug traffickers should face tough sentences.
Taxes, Spending & the National Debt: Americans should keep more of what they earn. I support low taxes, cutting waste and bureaucracy, fraud prevention, a balanced budget, and a long-term flat tax. Until then, I support expanding the SALT deduction for Californians. Social Security & Medicare: Protect earned benefits for current retirees and those nearing retirement. Start with fraud and improper payments, then work with the people affected on long-term solutions.
Education & Parental Rights: Education dollars should follow the child to public, private, charter, or homeschool. Parents should have transparency and an active role in education, with schools focused on reading, math, civics, and the trades. Housing Affordability: Cut regulation, permitting delays, restrictive zoning, and excessive environmental review. Keep zoning local and let the market—not rent control—set rents.
Veterans: As a 100% disabled veteran and former Major in the United States Air Force who deployed to Afghanistan five times, this issue is personal. Recruit and retain VA staff, reduce wait times, speed community-care approvals, expand veteran jobs, and invest in mental health and suicide prevention, including the Veterans Crisis Line: dial 988, then press 1.
Term Limits & Congressional Ethics: I support 12-year limits in each chamber and pledge to follow them. Members and spouses should be banned from trading individual stocks. Former members and staff should face a five-year lobbying ban to end the revolving door.
Our High Desert & Mountain Communities
Access to Health Care & Jobs: Recruit doctors, nurses, NPs, and PAs who stay through incentives, loan forgiveness, and more residency slots. Make telehealth permanent, cut red tape for clinics, let providers practice to their training, support pro-growth development with local input, and expand trades and vocational training.
Homelessness & Public Lands: Combine compassion with accountability, enforce public-camping bans, treat addiction and mental illness, support nonprofits and faith groups, and stop other communities from sending homeless populations here. Keep public lands open for recreation with real local input on new designations.
Water, Wildfire & Insurance: Build storage, reservoirs, groundwater recharge, and cost-effective recycling. People come first, then farms. Protect local water rights, manage forests, hold utilities accountable, and restore a fair risk-based insurance market.
University, Roads & Military Bases: Build a public four-year university paired with trade schools, apprenticeships, and Victor Valley College. Fix roads, cancel California high-speed rail, oppose new public dollars for Brightline West, and cut the gas tax. Protect Fort Irwin, Twentynine Palms, Edwards, and China Lake, oppose closures or cuts, and recruit aerospace and defense employers.
